MOM requirements for hiring a foreign domestic worker in 2025

The Ministry of Manpower (MOM) regulates foreign domestic worker employment in Singapore to protect both helpers and employers. Understanding these requirements ensures a smooth hiring process and compliant employment relationship.

Eligibility Requirements

Before applying, ensure you meet MOM criteria:

  • Singapore citizen, permanent resident, or eligible employment pass holder
  • Minimum age of 21
  • Sufficient income to support the helper

The Application Process

1. Submit work permit application through MOM's online portal 2. Receive In-Principle Approval (IPA) within 1–2 weeks 3. Helper undergoes medical examination in home country 4. Helper arrives in Singapore within IPA validity period 5. Complete medical screening in Singapore within 2 weeks of arrival 6. Attend Settling-In Programme (SIP) within 3 days of arrival 7. Collect work permit card after thumbprint registration

Mandatory Financial Obligations

Employers must provide:

  • Security bond: $5,000 (purchased through insurance)
  • Medical insurance: Minimum $15,000 coverage
  • Personal accident insurance: Minimum $60,000 coverage

These protect both parties and are non-negotiable MOM requirements.

The Settling-In Programme (SIP)

All first-time helpers must complete a one-day orientation covering:

  • Singapore laws and regulations
  • Employment rights and responsibilities
  • Safety and emergency procedures

The $75 course fee is employer-paid. Helpers who previously worked in Singapore and are returning after a gap may also need to attend.

Medical Requirements

Helpers must pass medical examinations in their home country and upon arrival in Singapore. Screening covers:

  • General health check
  • Pregnancy test
  • Infectious disease screening (HIV, tuberculosis)
  • Physical fitness assessment

Employer Responsibilities

Once hired, employers must:

  • Pay salary on time and in full
  • Provide adequate rest days (1 per week, or compensate if waived)
  • Ensure safe working conditions
  • Respect helper's privacy and dignity
  • Provide reasonable accommodation and meals

Renewal and Transfer

For renewing helpers, start the process 30 days before permit expiry. For transfers, both current and new employers must coordinate through MOM's online system.
